Substation Power Transformer

NOTICE TO PROSPECTIVE BIDDERS
Sealed Proposals will be received by the Engineer for the City of New Bern, North Carolina at his office until 2:00 p.m., local time, Thursday, December 20, 2018, after which time they will be publicly opened and read for the furnishing of the following:
115 TO 23.0/13.3 KV SUBSTATION POWER TRANSFORMER
Proposals and all supporting instruments must be submitted in duplicate (1 original and 1 copy) on the forms furnished by the Owner and must be delivered in a sealed envelope addressed to the Owner. Proposals must be completed in ink or typewritten. No alterations or interlineations will be permitted, unless made before submission, and initialed and dated. The name and address of the Bidder and the date and hour of the opening of bids must appear on the envelope in which the Proposal is submitted and shall be marked as follows:
“Bid for 115 to 23.0/13.3 kV Power Transformer for the City of New Bern's Trent Road Substation”.
Bidders shall mail, email, or hand deliver their Proposal as follows:

The Bidder's proposal shall specify price, any applicable price terms, approval drawing time, and delivery time. All prices shall be FOB substation site, transformer sitting on the pad fully assembled and certified ready for energization by a certified representative of the manufacturer. The Bidder’s proposal shall specify the manufacturer, ratings, and catalog number of each item to be furnished.
North Carolina sales tax is applicable to this purchase. Each Bidder shall show, as a separate item, the amounts which will be payable by the Purchaser for any taxes upon the sale of the proposed materials.

The Purchaser reserves the right to waive minor irregularities or errors in the Proposal if it appears that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the Proposal prior to acceptance by the Purchaser. The Purchaser will evaluate all data provided in the proposal and select the proposal that, in the sole judgment of the Purchaser, represents the best value to the City of New Bern. The Purchaser reserves the right to reject any or all proposals.
