Amendment to Proposed Budget for FY2024-2025

The City hosted two budget work sessions with the Board of Aldermen on May 21 and 22 to discuss Fiscal Year 2024-2025. The meetings can be viewed on the City’s YouTube Channel at the following links:

The adjustments below were made to the City Manager’s FY25 Proposed Budget as a result of the budget work sessions:


  • Reduction of proposed ad valorem tax rate increase from 3¢ to 1¢
  • Additional increases to the Schedule of Fees & Charges related to Cemeteries and Parks & Recreation resident/non-resident fees (click here for PDF document of proposed changes)
  • Increase to fund balance appropriation
  • Decrease to debt proceeds due to reduction of capital requests


  • Reductions to travel & training
  • Reductions to dues & subscriptions
  • Removal of capital requests:
    • Fire
      • (6) Self-Contained Breathing Apparatus (SCBA)
    • Parks & Recreation
      • Tractor mount blower
    • PEG
      • City 3 TV digital upgrade and implementation of closed captioning
    • Police
      • K9 (funded by American Rescue Plan enabled funds from Ward 3)
      • (2) Cruisers
      • (1) Animal Control vehicle
    • Public Works
      • Shop floor scrubber
      • (1) Service vehicle
      • 62” Alamo side mount mower attachment
      • Skid-steer pick up broom with gutter attachment
      • Single axle dump truck
  • Public Buildings Restricted – Fire Headquarters concrete apron
  • Reductions to Governing Board & Special Appropriations
  • Reduction to debt obligations due to reduction of capital expenses


The City Manager’s Proposed Budget includes a 5% increase to electric rates and a power cost adjustment that is still being calculated.  A public hearing for proposed electric rate increases will be scheduled at a later date.

A public hearing on the proposed budget for FY2024-2025 is scheduled for Tuesday, May 28 at the Board of Aldermen meeting. The meeting begins at 6pm at City Hall, located at 300 Pollock Street.
