FEMA Public Assistance Program Funding

FINAL PUBLIC NOTICE

The City of New Bern has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the North Carolina Emergency Management (NCEM) as a sub recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area (SFHA) Zone:

This project is for repairs to City of New Bern roads which are located within an AE Zone and portions in the Floodway. Confirmation of location in an SFHA was determined by Craven County Preliminary Flood Insurance Rate Map panel number 3720558000K, dated 11/30/2018; and 3720546900K, dated 06/30/2016. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by similar flooding events due to its location within an AE Zone and Floodway. The work will take place adjacent to a Freshwater Forested/Shrub Wetland per the United States Fish and Wildlife Service National Wetlands Inventory but will have little potential to impact or affect wetland values. 

Proposed Work and Purpose:

The City of New Bern is requesting funds to repair three sections of asphalt road washout, riprap, and a drainage pipe. The 24” by 60' concrete drainage pipe will be replaced by a High-Density Polyethylene (HDPE) pipe of the same dimension. The purpose of these repairs is to return the damaged roads and drainage pipe to functioning condition in order to restore access and facilitate community drainage.

Project Alternatives:

Alternative #1 (No action): The “no action” is not practicable because these roads provide single access to neighborhoods as well as facilitate school bus routes. 

Alternative #2 (Relocation): Relocation is not a practicable alternative. The road crosses the floodway and provides access to a neighborhood and connects to school busing routes. Any alternate location providing the same access would also cross the floodway.
