Customer & Payment Services (CAPS)

About Us

Customer & Payment Services (CAPS), a division of the Finance Department, services the City’s 25,000 customer utility accounts for the City of New Bern including portions of Havelock, Town of Trent Woods, and some unincorporated areas of Craven and Jones counties. The CAPS office is located at 606 Ft. Totten Drive and provides Customer Care for electric, water, wastewater treatment, refuse, and parking. In addition, educational and other resources to help customers to make informed decisions about their utility use are provided by this division.
