Any exterior alterations to structures within the Historic Districts require a Certificate of Appropriateness. Some changes are considered in-kind replacement or minor works and can be approved by City staff. The Historic Preservation Commission bases all their decisions on the rules and guidelines set forth in the New Bern Land Use Ordinance and the Historic District Guidelines.
